In case where situations where resources are not available to do comprehensive unit testing, select critical modules and those with high cyclomatic complexity and unit test them only.

Testing only to end-user perceived requirements is like inspection a building based on the work done by the interior decorator at the expense of the foundations, girders, and plumbing- Boris Beizer.
